Well, I want to make a camera shutter type effect. The program is Vegas Pro 9.0. Anyone know of a good way?

Did you looked through the various transition templates? I bet there is something that gets really close to it.

Does Vegas have an Iris transition?
You could use an iris transition to reveal a still image of a closed camera iris, and then use it in reverse to reveal the clip again. Add a sound effect to complete the effect.
