Depending on how complicated your idea is, ya can also do it frame by frame which may be easier if there isn't much movement/action involved. Or, alternatively, you can copy/paste the first "frame" erase what is going to move and replace it, save as a different pic, and repeat until scene is finished i.e. you would only need about two/three frames for lip flapping (more or less depending how detailed ya want it). Although it would get really tedious and time comsuming if you have something like a choreographed Kung Fu action scene or something...
