Revolutionary Girl Utena - Akio takes lots of pictures, as well as Saionji and Touga being surrounded by cameras flashing. Those are in the last couple discs of the series, I believe.

Full Metal Panic! Pretty much every episode Kyoko shows up in, she's taking a picture with her digital camera.

Lucky Star episode 8 has Konata's dad being the slightly creepy old guy taking pictures of young high school girls.

Ranma 1/2 episode 4. Nabiki takes photos of girl-Ranma and Akane to sell to Kuno for great profit.

FLCL episode 3 has Mamimi taking pictures of herself and Naota by the river.

Kimagure Orange Road has a few episodes where photography is featured. After all, Kyosuke's father is a professional photographer. Episode list (this should be most of them): 1, 8, 16 (ok, they were taking a picture of an UFO), and 35. And there is the little intro at the beginning of each of the first 19 episodes.

Ai Yori Aoshi has a bunch of episodes where people take pictures of others. Kaoru's college schoolmates are in the photography club so there many instances. Particularly episode 5 of the first season, and the final 2 of Enishi.

The Melancholy of Haruhi Suzumiya has a few episodes. Specifically, (DVD order) episodes 3, 4, 10, and 14.

Suzuka episode 10.

K-On! has a few scenes where there are picture taking. Episode 1 has a quick bit at the end, and episode 3 has a few more.

Sora no Manimani has a few scenes with Edogawa, the photo club member hanging out with the astronomy club (essentially an unofficial member) and taking photos. Episode 4 has him taking pictures during their trip. Episode 1 also features Saku's mom taking pictures of him as he leaves for his first day at high school.

Hyakko has various scenes with picture taking starting with episode 5 and 7 onwards.

Toradora episode 25. Pretty sure it's a cellphone camera that's being used.

Nyan Koi! episode 5 has Nagi taking a bunch of pictures with her cellphone of Junpei and Kaede together.

Canaan features Maria and Minoru, both photographers. Early episodes are best.

Eden of the East features a few episodes where various characters take pictures with cellphones.

Cross Game episode 21 has Mizuki taking a picture of Aoba with his cellphone.

EDIT: fixed grammar.

Towards the end of Chrono Crusade (episode 18), a guy takes a picture of all the main characters while they were at a party. It was a really old camera, so the picture gets developed a few episodes later (either episode 21 0r 22).

And episode 3 of Ga-rei Zero ends with Kagura getting excused from class, jumping into a limo, and getting her picture taken by Yomi's cellphone. There is also another episode where Kagura takes a picture of Yomi while eating pocky, but I can't remember which one it was.

If you're willing to step outside anime a bit, the Fatal Frame series of games all revolve around cameras and taking pictures of spirits. Not sure what tone you're going for, but there's buckets of shots of people using cameras in the cut scenes from all three games.
