Adobe Premiere Pro v7.0 titles: how to?

Hi- I'm using Adobe Premiere Pro v7.0 to edit a small piece of video that I want to put titles on. I've got my sequence open. I click on titles and it's all greyed out. I cannot choose any of the title menu because it's inactive. I have my video rendered and saved. does anybody know what else I need to do so that I can go into titles and see an active menu?
