how do you make a 3d camera movement for a specific layer instead of it all

do wat?
cameras have no effect on 2d layers.
if you have lots of 3d layers in the scene and you want to move a camera and only have one layer appear to move, you could consider just moving the 3d layer instead of the camera.
you could also put the layer in question and a new camera in a separate comp to the 3d layers/camera setup you don't want to be affected.
