Can't Seem to use Photoshop CS4

Up until now, everything has been fine. I was creating a custom cover for a DVD, so I opened up Photoshop CS4, I copy the original cover, but I can't edit it at all, I can't even stretch it out to fill the proper case size. All I get is a hand, no matter which option I choose. The only thing I can do is zoom in. Has anyone else ever had this problem and knows how to fix it?

Make sure its set to rgb color.

Also, make sure it's not the background layer. If it is, which means it's also locked, right click it and choose make layer from background.

It was set to RGB before, and it wasn't the background layer, but it's gone away now. I dunno why, I just restarted Photoshop and it was back to normal. I'll have to keep in mind about the RGB, though.
