how do you do a tv simulator effect like the one in vegas in adobe after effects?

there are some tv effects in the presets. i believe they're made from a combination of wavewarp, noise and possibly offset for vertical glitches. you can use the venetian blinds transition to quickly make a scanline effect.
if you want to make a ye olde times crt style tv you can stick a distort > bulge or optics compensation to distort the edges.
you can also duplicate your comp 3 times, use set channels to have one comp for red, one for green and one for blue, then set them to add mode and offset them or use offset optics compensation/distort to make a realistic chromatic aberation effect.
