Its just a stroke.

What programs are you using?

If Vegas, you make a duplicated layer of your mask and fill it with a color then expand it so it looks stroked.

Mask on top and filled layer below.

Adjusting the glow and shadow of your track's properties will let you do this also. This way you wont have to deal with an extra track.
