In the thread stickied above this one, titled "So You Want To Be An Anime Music Video Editor?", Kionon lists a couple of different editing programs with their faults and benefits. I recommend looking at it. There is no one program that 'is the best for AMV making', rather an AMV is limited only by how good the one making it is. A lot of us use different programs. The most popular are Adobe Premiere, After Effects, and Sony Vegas. If you're just upgrade from Windows Movie Maker, I recommend Adobe Premiere or Sony Vegas. After Effects is more advanced effects stuff that you usually would use in addition to stuff like Vegas or Premiere. These can be expensive though, so if you want a cheaper solution try out Magix. It's really cheap and has been used to make great AMVs like Koopiskeva's Skittles
okey thx for the help
