Be more specific to what kind of panning I should do, and what kind of effect I would use to scan?

I'd use radial blur, imo is better though only apply it to 2-4frames...i forgot the setting (dont have my laptop with me)

I see linear working better than radial blur, and applying it to 2-4 frames might be too little. For me its often 5-7
