Which editing software...?

Hey! This is my first post and I'm gonna start off with a question. In this video, which editing software was used to do the effects like the "you betrayed the law" eyes and the Mario Kart in Gunsmith Cats? I'm assuming that it's After Effects, and if it is, does anyone know if Motion 3 (from Final Cut Studio 2) can do it as well?

You can try vidmorph, it is powerful, can get a special effect.

That program really has next to nothing to do with what the OP wants

I'd have to say yes, they probably used after effects or photoshop, I'm not really familiar enough with mac programs to know if what you have is good enough though.

If AE can do it, Motion can do it. There may be a few exceptions here and there, but that generally holds true.
