the question is whether or not the dragon purposely chose that body (and wants to be a loli with big jugs) or if that is her natural shape when she becomes a human. i'm thinking it's the former

It's been my experience, that if a show enjoys tit jokes at all, then when possible, it will be about tit jokes. And clearly Zero no Tsukaima Princess no Rondo has elected to go and run with the humour associated with how everyone but Louise has incredible sized hooters. Why would they leave out the dragon?
