Vegas effect

Like at :12 and :17. It seems like a glow to me, but mine don't look the same. :?
Possibly a bit of radial blur also?
Well how do you do it?

light rays perhaps? at least thats what it sounds like you are describing O.o

If you are talking about the halo around Cloud, it might be an effect Mugen added when masking. Like a border made in Photoshop or something.

Heh... Yep, it was those light rays that did it, not radial blurs. Thx

Sorry for double post, but it's actually light rays OR radial blur.
The effect is actually pretty simple. If you're masking it out, its a mask, copy the scene with the mask, paste the scene below and apply a glow to the bottom one. Then add radial blur(proportional) or light rays, and there you go. If you're doing the one at :17, it's just cookie cutter instead of a mask. Put a glow on bottom then apply radial/light rays. :)
