Refresh Rate Simulation Filter (any platform)

Does anyone know of a filter (or program) that can imitate the gradual adjustment of the screen's refresh rate? For example, I want an image to start at a high frequency (appearing solid) and gradually have its refresh rate reduced so that it seems to flicker more and more over time; also, I need to have it be a scientifically true refresh rate flicker, so strobe effect won't cut it here (unless you have advice on how to make it cut it).

Based on my limited knowledge, I would assume that this is not possible, because whatever you are doing will be limited by the actual refresh rate of your screen.
