I liked how he flashed different parts of the characters to the beat.
What all is involved in creating this effect.
I've had vegas movie studio8/premiere elements4/photoshop a couple weeks now, and i couldn't find anything that would do that.
VicBond007 used AE6 to create this.

I don't know what specific effect you mean (cause as Zarx said, there's different effects happening throughout the entire video, including different "flash" type things), but I will say that it's very likely that its anything that can simply be replicated by just any one filter. Like, there's no "Make This Part Of The Characters Flash" button in any program.
