Some distortion/warping effect?

I apologize, as I am still pretty new to Vegas, if this is some really easy effect or has been asked before.

I use Vegas 8, and I've been wondering how to make some kind of a distortion effect like the one used between 0:09 and 0:14 in GodSmack's "HoLy CrAp..!!!11One!1" Bleach amv. I'm pretty sure it's not like shaking of the screen or anything, and I've looked through Vegas's effects and transitions without any success. Again, I'm sorry if this has been asked before, but I think I've looked through all the topics here...

It looks "Wave" effect to me.

Oh, okay. But if I was to 'transition' into the wave instead of it just appearing, should I just split the clip up and apply the effect where it should go?

use the keyframes to set up the changes

usze the tv silumaltion the none one

change it byyourself, the effect is better. done it.
sorry i dont have vbegas currently to talk in detail
