Hi Sorry For The Size I Don't Got a Pic Editor On My New Pc Right Now Just a Small Snapshot Program That Won't Let Me Chang Size....

Well I Don't Under Stand Why It Keeps Saying That?
I'm Using Win-Vista And It Is Not Working ppl Say It Works With Vista So Yea

What does this have to do with Premiere? Are you exporting a frame from Premiere and attempting to resize it in some other program?

No, that was just an aside as to why the OP wasn't using MSPaint to resize his/her screen shot.

Well It Says This When I Just Try To Open Adobe Premiere Pro it Says This Right a Way!

UIFramework.dll is a dll of Adobe Premiere. Either there was an error during the installation or you downloaded the "wrong" torrent... which isn't the way to get the program in the first place. Anyway, if the first is the situation, as I hope, try to reinstall it and if still doesn't work, contact adobe.
