How can i add filters from quick time and others software to premiere?

You can't. Some Photoshop & After Effects filters/effects will work with Premiere. Unless the filter is made to work with Premiere it's probably not going to work at all.

Assuming you're applying these filters to Quicktime movies with Quicktime Pro, you should just be able to render your effect on a clip, export that as an AVI, and import it into Premiere.

Actually, you probably wouldn't even have to do the export step. IIRC, Premiere can read Quicktime files.
