as far as i can tell its not a drop in effect, but something you create with "pan and crop" and keyframing

press the button...

and use key frames at the bottom of the menu that comes up to set the pan at specific places at specific points

(except they would be on the pposition line not the "mask" line)

zoom in slightly (make the square smaller) then the edges will be cropped off so it doesnt have the edges showing... then place the square in key positions and mark them off on the keyframe line...

its just what i showed you in the screencaps:

okay it helps if you set up markers on the beats so you know where the movement needs to end, you can make markers on the timeline by pressing "M" on your keyboard...

so marker out all your beats (of when you want the movement to start/stop) and then click pan/crop, and move the line on the keyframe and you will see the line on your timeline move as well,

set up key positions on the markers for the pan by moving the dotted box with the "F" in it on the beats... (it helps if you zoom in just a bit: make the box smaller - so you dont get the edges of the video showing up..)

you choose which direction the camera moves depending on the starting point and the ending points...

I can only move the F box left and right, it wont seem to let me move it up and down. Im having trouble figuring out how to fix that
