Yeah, I know. But that's the point. Compared to places where most Americans live, D.C. is a den of beggars, thieves, lawyers, con-artists, and hordes of miscellaneous do-gooders-hiding-megalomaniacal-lust-whilst-pretending-to-be-just-plain-folks; i.e. bureaucrats.
The city is in the news so often that people start to believe it is representative of the nation. But it ain't even close.
That said, there are some decent people in D.C. I might even know a few. And I was born there, too - which isn't really saying a whole lot
