Excel Saga--comedy/parody about an evil organization trying to take over the city of Fukuoka with only two inept minions and an emergency-food-supply dog.
Azumanga Daioh--THE classic schoolgirl comedy. If you like series like Lucky Star and Hidemari Sketch, this is their ancestor.
Hare + Guu-- insane comedy about an island boy and a mysterious girl who eats people.
School Rumble--High school comedy. I would say romantic comedy, but nobody ever successfully liinks up with the object of their desire. Nobody.
Spiral--Mystery/suspense series with a lot of mind games and some comedy on the side. The ending totally sucks, but it's very cool up till then.
Tsukikage Ran (Carried by the Wind) Comedy/action about a sake-swilling female Samurai and her dimwitted martial-artist sidekick, Meow of the Iron Cat Fist. 13 one-shot episodes, no continuity. This is often recommended for people who liked Ruroni Kenshin.
Full Metal Panic Fumoffu--a comedy sequel to Full Metal Panic. Features a seriously hardcore military guy undercover as a bodyguard in a high school. I think the original FMP was a mecha/military thing.
Outlaw Star--Science Fiction with some comedy. Not one I care for myself, but I know a lot of people who love it.
Cowboy Bebop--Known as a classic.Haven't seen it all myself. It's about bounty hunters of the future.
