Fanservice is rarely a pain, it depends precisely on what is shown though.
Ranma (girl form) butt naked is as erotic as your little sister's Barbie doll with nothing on. I mean, look at Ranma (girl form) naked, now look at the Barbie doll with nothing on. Does either turn you on?
For those that said yes, I congratulate you on your interesting imagination, and I also worry that you haven't had any real sex yet
Panty shots. Hmm does a girl's underwear really excite you that much?
Ever notice, that a girl's underwear likely covers her more, and more efficiently than the bottoms of a girl's bikini swimsuit?
Sure you're not supposed to see her undies, and a swimsuit is publicly acceptable.
But when you consider panties likely don't require shaving nearly as much as the bikini, and in plenty of cases the girl might even be wearing a rather daring bikini too.
Thus, seeing panties briefly is hardly worth the alarm. Hey, if you go to a local clothing store you can see women in underwear all over the lingerie section of women's clothing eh. It's not a tragedy to see a woman with nothing on but her underwear.
But, I think we can agree that Najica is silly as hell for panty shots. That's not fanservice

that's beating a joke to death
Intense sexual inuendo is another matter. It's not required to actually SEE anything happening, or body parts not normally permitted. It's enough it's been made clear what's going on.
Been watching They Are My Noble Masters, and I must say, this show is attempting to cram every single cliche into every single episode. The whole show is essentially fanservice to a point.
But funny is always funny. And I doubt anyone too young, is going to actually know why someone old enough is laughing at what they are laughing at. So, if you have to explain something in an anime, chances are you don't need to explain it either.
Why tell them something they are not old enough to know about? Anime can be multi age group if done properly.
I usually only have a problem with people that have a problem with anime for fanservice. They are likely harbouring sexual hang ups, and that's their problem really not mine.
Anime, one of the few things about the internet that doesn't make me hate the internet.
