Anything that uses libavcodec*. That's really all that's needed, period.
*the core of ffmpeg, which in turn means it's also the core of mplayer, Perian, VLC, mencoder, Handbrake, Avidemux, and so on - as all those players and encoding apps rely on ffmpeg intrinsically. All of those (except Perian) are cross-platform as well. On Windows, ffdshow maintains just about the same function Perian does - allowing the existing system media framework access to the breadth of decoders, and even encoders in ffdshow's case, in libavcodec (Perian = for Quicktime, ffdshow = for VFW and DirectShow).
