Also he made 4 bars if you can see. 2 on the top and 2 on the bottom, Im guessing he made 2 clips of the same footage, He added 4 cookie cutters to make 4 bars and bright/contrast flashes, both on the clip on the top track. And then he added black and white in the first clip on the lower track.

Have you tried doing what you just described? If it looks like the clip you're imitating, then good job.

He basically had two of the same clip on top of each other in the timeline, Added a bunch of effects to the top one (looks like blur>saturation>contrast) and then used cookie cutter to cut out a box in the top track.

So basically what you thought really. :|

Yeah i tried it, and it worked out. But it's harder with Vegas then AE.
It doesn't look exactly the same but really close.

cookie cutter in the middle wit a blk outline, and another one wit a red outline filling the whole clip. 2 layers and to the one on the bottom that doesnt have a cookie cutter in the middle add a yellow glow probably, or brightness and a normal gaussian blur. and on the top one just saturate it a bit. i suck at explaining...

This is actually a bit more trivial than a mask imho, since it requires to combine a few things.
Also, I hope you realize you have necroposted for no purpose...
