You guys know how sometimes when you turn off the TV, you see like a white flash... Is there an effect you can do in vegas that makes it look like you just turned off a TV?... like a white circle fading out or something

Media generators - solid color - white. Cookie cutter effect in the shape of a circle and you should use a good amount of feather to make it look more realistic. Either put it on the bottom track or put a solid black media under it. Use an empty event for the flash or maybe just have the white fade in and make the transition into a flash. You just don't want to fade white with white or a white flash won't be seen. You might also want to use a little bit of static either by using add noise or tv simulator.
That's the best I can think of atm.

Do you mean like this?
http://img43.imageshack.us/img43/7504/tvturnoff.jpgYou could just get a clip of the kind of thing you want, use the TV Simulator and Gradient Map effects on the last couple of frames and put the clip of the TV turning off at the end of the video.
