Sometimes, i've noticed when people rotoscope a scene, there's either a white glow around the rotoscoped character or a thick black outline. It seems to smooth out any bad edges.
is there anyway I can use this effect in vegas? [or without having to use adobe?]

I think you mean feathering.?? Which you can do when you pull a mask up. Go to the left, and it should say something like Feather: None/In/Out. You can pick in or out, then adjust the power of it.
If you mean like an outline because you said black around the edges.?? Refer to this topic on making a glow.
