Can anyone tell me how to make that kill bill red tranisition effect in vegas 7?

its in amv hell 3 where the pequin knockes over the bucket of water.

You misunderstand. It's an evenly distributed elevated layer of opaque primary hue at the short end of the wavelength spectrum and an undulating transparency.
