Metal Gear Solid Effects

I remember someone having a clip with Metal Gear Solid Effects and I was wondering what programs I would need to make the Lifebars[MS paint doesn't work well], and where I could get things such as the game over screen from. Also, could I use Sony Vegas to put things like lifebars and the radar screen on the video?

You could, you'd just have to use a lot of masking and whatnot type of stuff.

It's around 4:10-4-36. I'm mainly concerned with the life bars, Snake dieing voice, and the Game Over Screen.
