What's This Effect? Shimmering Hex Things?

The easiest way would be to find an overlay/sparkle you like, then put it on top of your footage and set the layer blending mode to Screen

There are tons on Youtube that people usually provide download links for :D

Then there's the hardmode of trying to create your own... but ain't nobody got time for that
