You have vegas? Because its simply far easier to do. When the first track is finishing up add the levels (brighten) effect and keyframe it so that it gradually becomes brighter. let the second track play and have the second track keyframed in from a brightened image.
In After effects use the same method but this time use the adjustment layer and have a glow keyframed on the entire layer instead of both tracks have to keyframe in and out.
