Just looks like a fast zoom-in to me. The timing of it is just basic syncing, done manually.

From the frame I happened to pause the video on, it looks like they used a second layer with decreased opacity on top to do the zoom. But still like Kariudo said. It's just a fast zoom, not a specific effect. Use pan/crop.
