Okay, hah get ready for a few questions.
-And you don't have to answer all at once if it's too troublesome,
I appreciate any answers at all really. ;D
I use Sony Vegas Pro 8.0.
on a windows Vista.

Okay first ;

I tried out this tutorial, but when I get to the step that says cookie cutter, I dragged it onto my picture and the special affects pop up but I see nothing that changes on my video, no border, nothing.

SAME VIDEO - @ 0:43-0:47

Say that I am working on my project then I have to go do something, if I want to save it so when I open it the next time it was if I never left it?
Sort of like a .psd file for photoshop.

1. Did you choose a 'shape', 'method', and adjust the size and other properties?
2. 0:43-0:47 'Push' transition.
5. o_O .psd file for photoshop, .veg file for Vegas. Am I missing something..

As far as saving it goes, you just save project and you'll get a .veg file. You have to be careful though because video editor project files reference all of the clips that you used on the timeline. So all of the footage that you import will need to be in the same place as it was when you saved the file or else it will ask for you to relocate them.

---------------

Your first problem: Just watch the video and do everything it does. Make sure you're doing it all the same, if it still doesn't work post a screenshot of your problem and we'll go from there.

------------------------

I'm trying to get some sort of screen recording software set up so I can make a video to show you how to do the kind of filmstrip look or whatever.

---------------------

The traveling arrows are just shapes on higher layers that were masked and then animated using the position and keyframes
