How to make this transition effect

It's the twisting into a different scene and such starting around 0.01. I've been watching it for a while now but I still can't make out what was used. Anyone have a clue what it is and maybe how to do it?

First thing you need is sony vegas =D and the second thing you need are the NewBlue Fx transitions. Go to your NewBlue transitions and select 'NewBlue Spin' and than 'Arch' Put this transition to your two video clips where the transition takes place. -Done- ^o^

If you're using AE the effect is called "CC Radial blur" once you've added the effect just apply keyframes
