The navy also serves as a long distance port (I couldn't think of a better term). Basically you can't get a significant military force from point "a" to point "b" halfway across the globe without the navy.
They also are more easily made available giving certain situations and can more quickly provide support from coast to coast.
In a perfect world we wouldn't need a Navy like NME suggests but human nature allows for conflict on grand scales. The Navy is for conflict/situations involving long distances and open waters.
I don't know much about the navy so the above is just general come to mind statements honestly. Could probably think a bit more on it but meh, hope I helped some how.
