ngsilver, you make good points.
At Fanime the hentai and yaoi showings have been split up into two different rooms run by two different groups. There is some crossover between those who want to see yaoi and those who want to see hentai, but I would argue that I'd find more people who would come from the yaoi group and view hentai than vice versa. I am most certainly going after a specific audience for these specific awards simply based upon my experience both with the hentai nights and the fact that a good portion of those who go to watch the hentai nights don't want to see yaoi. Even the AVN Awards separated the GayVN awards over a decade ago. By trimming down what can be shown and what cannot be shown I'm pretty sure that the videos I'll get will be watchable by most of the audience. If most of that audience happens to be "the standard, male, perverted otaku", so be it. I eliminated scat and guro because I personally am very much unable to watch those kinds of items and quite honestly, if I show that off I'm far more likely to offend and seriously upset people than their banning will. This isn't a serious business awards ceremony.
Let me be perfectly clear: I have no problem with people choosing to watch scat, guro, yaoi, BDSM or anything else as long as it doesn't violate any legal issues (I only tacked that last bit on for CP). Hell, I'll even consider sponsoring awards for such things at another time, but at this moment I'm just trying to get this off the ground. If, at least three months before Fanime 2010, someone can convince me that they have sufficient videos to show a yaoi music video awards ceremony, I'll try my best to help out and maybe even cough up some money for awards, but I know I'm not the best person to judge yaoi and most certainly not the best to emcee the ceremony. But as of this moment, I am specifically aiming for the primary audience that goes to the hentai nights at Fanime and I'm fairly certain what I've included and excluded will work fairly well. Lines and limits have to be drawn somewhere. Violence is okay to a certain point and I'll even allow a certain amount of peeing, but that isn't really guro or scat, and I'll borrow from the SCOTUS and say that "... I know it when I see it."
I also would argue that the "lesbianism" I have seen in pretty much all hentai isn't real yuri or real lesbianism but is instead "porn lesbianism", hence why it is included. Futanari is, for some strange reason, far less threatening to most heterosexual males when it comes to their hentai and therefore it is included.
Lastly, yes, I do know that in the USA it has been ruled by the courts that depictions of people under the age of 18 engaging in sex isn't automatically illegal. However, I'd rather just avoid that whole debacle and any possible issues right from the get go. This is supposed to be fun and the last thing I want is to get arrested and taken to court because of something that was mailed to me.
TL;DR
The rules are what they are, but I don't think they'll really stop anyone from having fun. Also: some boys like girls who have penises.
