If they are opened for overseas contestants (this also should be marked somewhere that is opened, but anyway I usually ask this by mail before submission) also at least it would be fair to show somewhere that "
Award shipping is not granted due to budget reasons" or sth like that. In this case you could know in advance what to expect when you submit sth. This little piece of extra info could avoid a lot of misunderstanding or disappointment -mainly for non-US contestants I think.
What I really do not like is the "I don't give a damn to you after the contest" attitude and the lack of honest communication in some cases. If shipping is a problem, well OK, no problem at all, it's really a reasonable situation just
let us clearly know that. I do not consider clear and honest communication with a Contest organiser, when after my ask he/she states that "sure, shipping is not a problem, just wait a little and you"ll get it"....and after some month later the award is still under shipping...
Shouldn't be better for both parties if the coordinator clearly states in advance that this is not possible ?

And another reasonable thing: European contestants cannot just manage to simply jump to USA if there is a Con where he/she submitted something. Despite of -as you said - there is a little do with living in Europe
