So the errata is the correct part then? You wrote the history in present tense which confuses me.

Make it shorter, rather, if you can. 20 people are in for round 1. If everyone was to make the max amount available (which is what's going to happen, perhaps blabbler aside...), then the thing would already be 30 minutes + the intro, outro, and various segment bumpers. We might hit the 35/40 mins mark. Can't really allow a slack bigger than a couple secs at most. In the end, if you don't follow the required rules, you'd lose points in the final evaluation (meeting the required rules is its own category this year).
