any free contest curently open or ones with registration fee under 10 dollars?

Nan Desu Kan charges a $5 entry fee if you are not going to be there in person. They hand out awards. They push for people who enter to attend the con as well. I couldn't attend so I sent in my fee and guess what... One of my videos got something! I'm going this year to see how they run that amv contest.
Don't most cons do that anyways? Push people to attend the con itself? 8)

I haven't seen one contest in all my history of making AMVs that has EVER charged you to enter. If you want to ATTEND the convention it's at though, that's a different matter. Generally con attendance costs $40 on average, most cons will let you enter your videos even though you are not attending so it's free either way.

At Otakon's AMV Contest there's no entry fee. No cash prizes either, but it balances out, I guess.
About the only thing it'd cost you would be the tape/disc you send in as your submission. That and the cost of the postage to mail it....
