The reason that the 'Pure' category is about skill, is because you have to demonstrate the very basics of editing (ie cutting, timing, combination of media & ability to convey the correct emotonal state) without relying on additional effects to cover-up any weaker points(much like how pop artists nowadays utilise an 'Auto-tune' to correct their off key moments.)
Over years I have witnessed how parts of the AMV community have become perverted by the overuse of effects packages and poor combinations of songs and anime which lessen the effort and acheivements of those few that are trying to expand the form to a new level.
I have seen many video's that have utilised additional effects, such as direct frame editing, blending or warping, to great effect and have truly elevated the video by doing so, but in the same breath I've seen almost twice as much that abuse these effects with no moderation. This is why our con still has a General & a Comedy category that have no restrications on the effects or changes you wish to do. THis allows those of you that feel either reliant on these effects, or those that have made a good video into a great one by their use, to still be able to enter and display them (After all I may want to affect some change in attitude, but I'm not so bold or arrogant to demand that all entries fall into my vision of an AMV, it's for the public to decide that! 8))
Also, i'm sure many of you have seen that there is also a faction of people out there that get their hands on a copy of after-effects and then damage their video with unneccessary effects, much to their own downfall. In it's own way the 'Pure' category can help protect these people from sabotaging their own work unintentionally.
The 'Pure' category at its inception was also made to make one final, simple point, and it's one that is sometimes overlooked. This category can be entered by someone with a basic video editing package(ie something like Microsoft AVI editor or DDClip< I wonder how many of you still use it?

>) and have as much chance of winning with their intrinsic talent as someone using Premiere or Avid. I want it to act as a level playing field to help strengthen people in the very core basics of making a good video so that when they go onto making ones that they feel needs a particular added effect, it'll only be there because they now KNOW that can't enhance the video anymore with traditional cutting & synching.
