it all depends....Otakon for example wants mpeg2 however you can send them any file format (or rather send it to Quu) where they will then re-encode the video into mpeg2. However like hitori said:

If you learn how to encode an MPEG2, then you can burn a DVD video, which will get you into many, many cons... just remember the blank space before and after!
