My big determinant for Trolling is Intent. If somebody already has an award at the time of submission and knows it, that's Trolling. If they don't, then there's no harm.
Simultaneous submissions to multiple conventions are more often the result of honest enthusiasm rather than sneaky calculation.
Plus, it seems that there are so many conventions these days, many of them doing AMV Screenings. The whole reason Otakon was started was that we wanted a good, local, anime con that we could drive to. Back then, it seemed like the only choice was either to fly out to Expo or try and find anime at regional Sci-Fi cons.

So far, there've been a very small number of AMVs that have actually had the no-trolling policy apply to them, and usually the submitters are decent enough guys to shift their submissions to being screened as non-competes without having to be asked.
Even if I miss something, thanks to the Internet it's pretty likely that another Otakon staffer or one of the AMV submitters will know about it and will mention it to me pretty quickly. Same situation for the plagarism issue.
