I think you misunderstand the point of the question...the point of letterboxing would be if the playback method won't read widescreen flags and the content would be played squished...so letterboxing will allow the video to be played back with the proper aspect ratio. Considering what you're asking for, I think it would be safe to assume that people who have widescreen videos need to letterbox it.

There is some contradiction there. Why flag 23.976 fps files for for 3:2 pulldown if you are requiring 29.97 fps progressive? Performing 3:2 pulldown creates 29.97 fps interlaced video. Also many of the formats you accept have no mechanism to flag a progressive 23.976 fps file for 3:2 pulldown. I suspect this is a rule oversight from the MPEG-2 days when we all used to submit that way because output was interlaced.
If you indeed want 29.97 fps progressive and 23.976 fps with 3:2 pulldown when possible I would suggest rewording these rules to:
"Progressive 29.97 fps or 23.976 fps. If your file format supports it please flag 23.976 fps files for 3:2 pulldown on playback" This may help avoid some confusion.
If you want nothing but progressive video then simply specify:
"Progressive 29.97 fps or 23.976 fps video only."
The less lines the entrants have to read is usually better.
