Do you actually have to live in Canada and be able to attend the Convention to submit?

While being a local editor used to be a big thing back in the day (and still is at a couple cons) it's not a factor here. The majority of conventions nowadays accept entries from all over the world. If they only accept local entries they usually make it very obvious.
