Try seeing if converting to a loseless avi (sure you know of lagarith or huffyuv) will do you any good. Premier is usually pretty strict with what files it allows because it is not literally meant for editing anime sources. Because it focuses on working with DV AVI files and a number of other codecs within both the AVI container and MOV container, you might want to try going for the broader solution which makes it easier for Premier to read.
Try converting your source files to a lagarith or huffy and see if it will load for you.
