Speech Bubbles: Effect

I've seen some people use speech bubbles in their AMVs. Does anyone have any suggestions about what would be the best way to create them: Photoshop, a program with some, etc.? :D I swear there was a program that I had a while back that let me make them before, but I cannot think of it. I use Vegas 6.0, but I'm not really sure if I could make a decent one with it. I could mask, but it probably wouldn't look straight. Thanks for reading. :)

Your best bet is probably Photoshop. Make one and have the correct transparencies outside of the bubble and you're all set. Vectorize the bubble and you can freely streach it to suit your mood and your text.

Thanks for the suggestions! :D Since I already have Photoshop, that would be my best choice. I am having a rough time trying to draw a thought bubble because my version does not have one, which I may use as well. There isn't an option for one, so I guess I have to find a way to make it work with the custom shapes I have.
