subtle effect..light or something?

I want to know how to perform a certain effect, which I've seen in a few videos. Basically, something (outline of a character, surrondings) just..explodes for a few moments very un-noticeably.

The best example for this would be..
this (first 20 or so seconds, than 0:24-0:25, without the invert)

Does anybody know how to replicate this in Vegas? I'm pretty sure it's possible.

Ahh...so here's another question. I'm assuming the duplicate clip is on another layer with lower opacity.
But how do you animate it to expand?

Now I'm confused.
How would I use Event Pan/Crop to expand it (How do I do it?)

Drag the dotted box around the picture in to make it smaller.

make sure those two are pressed in (so it will maintain the aspect ratio), move the marker on the pan/crop timeline to the right and then what crackthesky said take the dotted box and make it smaller...

Huh, it's working. It wasn't earlier because I was doing it in every keyframe.

Anyways, thanks!!!!
