searching for a certain effect

i'm a newbie at this. this is actually my first post so be nice. i'm sorry if you hear this a whole lot cause its coming again. is it possible for a chroma on just like those really nice amvs? or do i need a different program? please and thank you!

why is it so hard to notice the big ol' stickies at the TOP OF THE FORUM?
