Changing Frames Per Second Rate?

This is a big problem flashes in amvs cuz i cant always get the flash on the speed bump. does anyone know how to change the frames per second from 30 to something else like 100?

they have orphan frames?

as far as i know there isnt a way to change the frame rate in wmm

I'm guessing s/he is talking about a loud beat that looks kind of like a bump in the waveform.
