Well, I'm pretty new to editing- my source footage is Kaiba, so obviously I have to go with fansubs (I have HD soft subs so not an issue) since it's so new.

Trouble is, for the life of me I can't get Premiere to set to 1280x720 24P resolution. The box for resolution is always greyed out, and I can't find presets anywhere that match 1280x720 24P. Going to a lower resolution results in non-square pixels, which looks awful obviously, there are no square 16:9 resolution presets available in Premiere.

Any suggestions?

Don't use the presets. Go to Custom Settings and change the editing mode to Desktop. That should let you change all the settings to whatever you want. (This is based on CS3; if you have something much older, I'm not real sure if everything will be labeled the same way.)
