I had a similer problem in AE

If it's the same in premire, then your source window will automaticly be the same PAR as the footage. The comp\project window will be set to the par of your project, creating the black bars.

@Vivaldi: Were you able to resolve the problem in AE?

I just changed my comp settings to match my footage. (In my case it was vice-versa, the footage was 1.00, and the comp was 0.9. In your case, you'll need to Change you project settings to 0.9 to match your footage.)

Moosephish, I'm having the EXACT same problem with the black bars in my program monitor. Can you tell me exactly how you fixed the problem? Where did you go to change the settings from 0.9 to 1.0?! Thanks.

your problem is your resolution. 720x480 is not 16:9, so premiere is filling the space where normal 16:9 footage would be with black.

telling premiere hat your footage has a 1.2PAR makes it seem like your footage has shrunken (which is why the 480 pixels of your source doesn't match the 480 pixels of your window)

if you absolutely need that footage to be 16:9 I'd use avisynth to resize.
Crop(0,60,-0,-60)
LanczosResize(848,480)
